Rental Inventory Enrollment is Open

JUNE 17, 2024 UPDATE: If you received a letter in the mail regarding potential rental unit(s) that may need to be registered or added as an exemption and would like to clarify that your unit is not a rental, please email rental and we will respond to you within 72 hours verifying your response. The City of Monterey is rolling out the new Rental Inventory program and your participation is required. The initial registration period was January 1, 2024 through March 1, 2024. The cost of registration is $50 per unit. All residential rental property owners must register or claim an exemption. Start the registration process.

For rental property owners and managers who have not registered their properties, including exempt properties, the Housing Programs office has scheduled drop-in assistance times on Tuesdays and Thursdays from March 5 through April 18. If you need assistance with the online registration, please consider stopping by a drop-in session.

Any owner who owns and manages three (3) or fewer rental units within the boundaries of the City is exempt from the registration requirements established by Section 8-2.02 and from the payment of Rental Inventory Fees required by Section 8.2-03. These owners are still required to file a claim of exemption. Property owners with subsidized units,  accessory dwelling units (ADUs), owner-occupied, or mobile homes, are still required to register their properties, however they are exempt from the registration fees. Property owners claiming an exemption must file their claim using the same link and choose the Rental Exemption arrow.

City Council is working to ensure a fair and transparent rental housing market in Monterey, and your participation is vital to the success of this program. All City of Monterey residents will be notified by mail about this new program. Drop-in assistance sessions are being scheduled and details will be posted soon. Landlord Decision to Recover Up To 50% of Rental Inventory Registration Fee - Thirty (30) Day Notice of Charges Due Form

ALLOWABLE PER CITY ORDINANCE NO. 3671 C.S. § 8-2.03 (C)(1) - The City of Monterey has established a rental inventory requiring landlords to register their rental units and provide other information to the City on an annual basis. The registration fees collected pursuant to this Article will be used to fund the creation and maintenance of the rental inventory as well as to provide services, including referrals to mediation and legal services, education opportunities, and landlord/tenant resources, to Landlords and Tenants in the City. This Article supports the City’s housing goals and protects public health, safety, and welfare for Monterey residents. The City of Monterey allows, but does not require, landlords to recover up to 50% (no more than $25 per year) of the registration fee from their tenant. Landlords shall use this form to notify Tenants that they have chosen to recover up to $25 of the $50 per year registration fee from their tenant, and this form serves as a notice of charges due.
